my flight timings are say 4 hours apart…

ECNR won’t be required if you are just transiting through Dubai.
It would have been required if you would have been going to Dubai for employment/business purposes.

If amount was contributed into a government run pension fund, you can file RTI to know status of withdrawal and reason for delay.

I am just 22 years old. I am working in a manufacturing company. My salary is not a part of contribution of providend fund. I want to save a sum of money every month. I have read on PPF on your blog. The duration of year of deposit is 15 years? Is PPF is better for me or there are other ways to invest money?

If you want to invest for long term and want safe returns and tax savings then PPF would be good choice.
If you can take some risk, mutual funds would be better investment in long term.
