Emigration clearance not required (ECNR)

Emigration check not required (ECNR) stamp is not required, if one is not travelling for employment purposes.

The Ministry of Overseas Indian Affairs (Emigration Policy Division) have allowed  ECR passport holders travelling abroad for purposes others than employment  to leave the country on production of valid passport, valid visa and return ticket at the immigration counters at international airports in India w.e.f. 1st October 2007.

ECNR is only required if you are travelling to any of the below 17 countries for employment:
United Arab Emirates (UAE), The Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.

For all passports issued before January 2007, a blank second page in the passport means your passport is endorsed with ECR and you need to get emigration clearance if you are travelling to any of the above 18 countries for employment.

For all passports issued after January 2007, a “Blank” page 2 on your passport is deemed to have been ECNR endorsed. If you don’t fit into ECNR eligibility criteria, and Emigration Check is Required, there will be an endorsement in the passport regarding ECR.

  • Thanks a lot Pankaj. But I didn't receive my offer letter yet from overseas employer and currently I have neither an employer ID card nor employer certificate to carry with me to passport office for ECR clearance. Could you please let me know what if I am currently unemployed and going to overseas for an employment. What documents in this case should I carry with me to get this done?

  • In that case, you should carry offer letter from overseas employer whenever you get that.
ECNR stamping will be done same day so you may go to passport office whenever your offer letter comes.

  • hi pankaj

my maid has ecr stamp on her passport and i need to get it removed. She is not 10th pass and she has not yet paid any income tax but she has just applied for a pan card. will that be enough to get the ecr stamp removed from her passport?

    thanks in advance

  • Prakash,
There will be no issue coz of ECR while returning back to India.

You may get ECNR stamping in nearest passport office when you are back in India and it takes only a day.

  • Thanks and I will wait for the offer letter to come in that case. But I hope PAN or Voter ID or Driving License with my degree certificate should suffice the requirement to clear the ECNR, correct me If I am wrong. Why should they need an offer letter from the employer or current employer ID or letter that has no relevance to it.

    • Yes, that should suffice the ECNR requirement. But you no never know about Indian Govt officials. Its better safe than sorry.

  • Hi Pankaj,

Nice work mate!!! really appreciate ur help...

I am visiting dubai on a student visa... my passport is currently ECR stamped...seeing ur replies above i can understand that on student visa i would not be requiring the ECNR stamp..so that issue is solved...

but also i read somewhere that if u have the ECR stamped on ur passport then u need to produce the return ticket along with ur passport and visa at the airport..now, i have the passport and the visa but havent booked my return tickets yet...can u pls throw some light if there is any such requirement or not??
