Emigration check not required (ECNR) stamp is not required, if one is not travelling for employment purposes.
The Ministry of Overseas Indian Affairs (Emigration Policy Division) have allowed ECR passport holders travelling abroad for purposes others than employment to leave the country on production of valid passport, valid visa and return ticket at the immigration counters at international airports in India w.e.f. 1st October 2007.
ECNR is only required if you are travelling to any of the below 17 countries for employment:
United Arab Emirates (UAE), The Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.
For all passports issued before January 2007, a blank second page in the passport means your passport is endorsed with ECR and you need to get emigration clearance if you are travelling to any of the above 18 countries for employment.
For all passports issued after January 2007, a “Blank” page 2 on your passport is deemed to have been ECNR endorsed. If you don’t fit into ECNR eligibility criteria, and Emigration Check is Required, there will be an endorsement in the passport regarding ECR.

Ashutosh,
Your parents do not need ECNR stamping for their Malaysia visit as for social visa, its not a requirement
Dear Mr. Pankaj Batra,
I have gone through all the posting above and many douts are cleared. You are doing really great job for society. Hats off to you.
I am on employment visa in UAE. My family will come in UAE in first week of May 2009. My wife has ECNR stamp while my son has ECR stamp. At present I am not sure which type of visa my company will arrange for them. I guess it will be resident or visitor visa (not employment or mission visa) In which case my son requires ECNR stamp in his passport?? My son is six years old.
Thanks a lot.
Kamlesh,
Your son won't need ECNR stamping as he is not going for employment there

Hello Pakaj,
I am travelling to Dubai next week and i see in my passport that Emigration check require for Dubai with some other countries, Could you able to let me know whether i should get ECNR clearence from POE?
Also, I got your Abolition of the Procedure of Emigration Check Required Suspension file, but i dont find any goverment seal or signature on that, It would be helpful if you could let me know where i can find the letter with goverment seal and signature.
Sriram,
If you are going to dubai for work, you need ECNR stamp; Otherwise you don't need that.
Dear Pankaj,
I honestly thought am the only one with this skepticism over the ECR stamp until I saw this post. Just to clarify all doubts..if I have a tourist visa to Taiwan, I do not need a ECR stamp even if my passport states ECR required?
Secondly, a very valid query also previously posted is where could I find a copy of this amdendment?
Will be really helpful as I am leaving on April 25, 2009.
Thanks
Liz
Yes, for Taiwan, ECNR is not required.
