Emigration clearance not required (ECNR)

Emigration check not required (ECNR) stamp is not required, if one is not travelling for employment purposes.

The Ministry of Overseas Indian Affairs (Emigration Policy Division) have allowed  ECR passport holders travelling abroad for purposes others than employment  to leave the country on production of valid passport, valid visa and return ticket at the immigration counters at international airports in India w.e.f. 1st October 2007.

ECNR is only required if you are travelling to any of the below 17 countries for employment:
United Arab Emirates (UAE), The Kingdom of Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.

For all passports issued before January 2007, a blank second page in the passport means your passport is endorsed with ECR and you need to get emigration clearance if you are travelling to any of the above 18 countries for employment.

For all passports issued after January 2007, a “Blank” page 2 on your passport is deemed to have been ECNR endorsed. If you don’t fit into ECNR eligibility criteria, and Emigration Check is Required, there will be an endorsement in the passport regarding ECR.

  8. Hello,
My wife’s passport was issued in jan 2008, with nothing on 2nd page. We want to go to thailand on tourist visa . Can there be a problem ? As i saw thailand is still in the list of those 18 countries requiring clearance ?

  9. Vivek,
First of all, your wife do not need ECNR as her passport was issued in 2008 and does not have anything on 2nd page and so its default ECNR stamped.
Secondly, ECNR is not required for Tourist visa to any country.
Enjoy your trip to Thai Country.

  10. Dear Mr. Pankaj,
    Regards:
I have the personal passport issued from regional Passport office gaziabad dated 01/12/2006. I am a diploma holder in mechanical engineering working in narora atomic power plant and now on the verge of retirement. While applying for passport i was unable to produce the qualification certificates due to being misplaced in trnaasfers. The passport was issued to me on the basis of NOC from the Department and date of birth from 8th standard certificate . I wish to travel to Singapore in Jan’09 for 2 weeks to see my daughter. There is no notation in my passport for ECR/ECNR. Do I require to go for ECNR. Kindly clarify.
    Thankyou
    (V.K.Gupta)

  11. Mr. Gupta,

First of all, ECNR is not required for traveling to Singapore, So you don’t need to get your passport stamped with ECNR.

Secondly, If your passport does not have any notation on second page saying ECR or ECNR, that means its by default ECNR stamped. As the new passports issued by Govt of India are with ECNR only in most of the cases.

  12. My sister is travelling on 25th November,08. She is coming on Visit Visa. She has ECR on her passport. Can she still travel or she requires Emmigration Clearance stamp. She had got her passport from Thana office. Does she has to go there for this matter.

  13. Dear Mr. Pankaj,
I am overwhelmed seeing almost like a retun mail clarification from you regarding my querry whether my passport which is not stamped with ECNR require the same or not for visiting Singapore to see my daughter residing there. Your clarification has been so clear and to the point which leaves no doubt in my mind and I hope I will not face any problem at the immigration while departure from india. thanks a lot.

    Truly yours,
